- Continue to shape Lower Plenty as a Family, Friendly, quick & convenient service strip with a strong focus, on quality efficient service.

- Provide a green, clean, bright & vibrant strip centre as a gateway to the Yarra Valley.

- Incorporate diverse retail and commercial services

- Encourage local people to walk & ride to Lower Plenty.
